So Congress goes and some 15-year-old girl named Nayirah to tearfully testify, in front of them, stating how she had seen Iraqi soldiers storm into a Kuwaiti hospital, rip newborns from their incubators, and throw them on the cold floors to die.
A horrifying story that, as you can expect, rallied public support.
